From the center to the margins: for an inclusive Specialized Educational Service

Resumo

O presente ensaio teórico foi arquitetado a partir de um processo de revisão literária integrativa, tendo por base os documentos marcos legais na definição de Educação Inclusiva e Atendimento Educacional Especializado (AEE) no Brasil, os quais foram interseccionados, dialogicamente, por produções textuais de autores representativos no campo da Educação Especial nacional. O texto parte do entendimento de que a Política Nacional de Educação Especial na Perspectiva da Educação Inclusiva (PNEEPEI) colocou o AEE no centro gravitacional da transversalidade pretendida no campo da Educação Especial, entendimento que colocou carga excessiva sobre os ombros docentes do AEE, logo, necessita ser reordenado de forma a atingir os objetivos da política de Educação Especial vigente no afã de projetar uma escola efetivamente inclusiva, e, consequentemente, justa e democrática.

Abstract

The present theoretical essay was designed from a process of integrative literary review, based on the documents legal landmarks in the definition of Inclusive Education and Specialized Educational Assistance (AEE) in Brazil, which were dialogically intersected by textual productions of representative authors in the national field of Special Education. The text starts from the understanding that the National Policy on Special Education in the Perspective of Inclusive Education (PNEEPEI) placed AEE at the gravitational center of the intended transversality in the field of Special Education, signaling that such an understanding placed an excessive burden on the AEE teachers', therefore, and needs to be reorganized in order to achieve the objectives of the current Special Education policy with the aim of designing an effectively inclusive school, therefore, and consequently,  fair and democratic.
